The first three-dollar level pack for Little Big Planet goes live today. At first, a three-dollar level pack might seem a little silly. After all, isn't Little Big Planet the game with thousands of user-made levels already available for free? Who's going to pay three dollars for new levels?
But the Festive Level Pack is a bit of a misnomer. It contains no single-player levels, but instead the stuff used to make the levels. To wit:
So if you're into making levels, this is for you. And if you're only into playing levels, well, this will eventually be for you; player-made levels will start showing up that you can't access because they have doo-dads from the Festive Level Pack included. I expect that from here on out, it's going to get a little messy as Little Big Planet's custom-content divides itself among who has which level packs.
UPDATE: As a few readers have pointed out, the levels created with the Festive Level Pack will indeed be playable by folks who haven't purchased the pack. Thanks for the corrections.

Is it confirmed that you need to buy the pack just to be able to play levels using its materials, not just to create them? If so then the deadline on it makes even less sense, since then come January 9th you'll have a bunch of levels that you can't play even if you wanted to if you didn't buy the pack in time.

I'm guessing that it will download whatever is used in the level when you launch it, just like it does for any PS-EYE imported images that people have included. It just won't show up in your available to use materials like it would if you had bought it.

In relation to the MGS pack, which can't be different from this pack, from http://blog.us.playstation.com/2008/12/19/lbp-premium-level-packs-costume-packs-metal-gear-solid-edition-on-the-ps-store-1223/#more-4422:

And wait…there’s more…
So, here’s one of the coolest things about this pack…you guys know LBP is all about PLAY, CREATE & SHARE – well, you’ll be glad to know that this Level Pack holds true to that. For those who buy the Premium Level Pack, you get everything above (and hopefully a lot of fun in-between). If you don’t buy it, you’ll still be able to enjoy the MGS pack goodness. Here’s how:
* Non-MGS Level Pack owners can PLAY the MGS Story Levels by joining a “host” who owns the pack and play the levels online together. Now you won’t be able to keep any objects, but you can have tons of fun just PLAYing.
* MGS Level Pack owners will be able to CREATE levels with any of these items (including the Paintinator) and SHARE them online for everyone to play.
